Parameter File-based Design

The point of this is to document what is meant by an IRAF-style parameter interface. Whether the implementation is IRAF's CL, or PIL, or XPI, or any other implementation, the basic idea is that the interface handles all user input, whether entered on the invoked command line, or in response to a prompt. Parameter files serve two purposes: they describe the input, but they also store parameter values.
